I'm thinking about getting a cat to keep outside so that it can chase away birds and rats and stuff

Have any of you done this? The cat would be exclusively outside because I have terrible allergies to cats.

Are there certain cat breeds that are better than others for outside? It gets down to about -20°F where I live

Actually cats are responsible for the extinction of quite a few bird species.
And if you don't get them fixed then you're contributing to all the stray cats in your community.
