It's uncommon enough that people tend to get surprised by it, but it's still common enough that there are multiple videos of pelicans eating pigeons (or some other small birds).

Birds don't have teeth, so the pelican can't bite its food to death before swallowing. From what I've seen, they attempt to swallow their prey while it's still alive and whole. But this usually takes some time and struggle because pigeons are fairly big and they keep fighting back.

There was an episode of Planet Earth or Life where they showed that a special type of Pelican was eating a population of birds in Africa somewhere because of over fishing by the human population. So this is them adapting I guess.

Maybe they're trying to shake their food into another position so that it's easier to swallow? I'm not sure.
