Is it possible to keep tapeworms from a dog/cat alive inside a fish tank?
-fill up tank with fresh water
-let tapeworms swim and do whatever
-occasionally drop food in water
Or are they only capable of living inside of a mammal?

I'm kinda tempted to try to culture some tapeworms in a bucket of saline now.

well I'd imagine the water would have to be body temperature and have the salinity/ph/ect of an intestine
speaking of which a tank may not suffice since an animals ass isn't too spacious

try reading up on basic tapeworm biology, what you wrote sounds like you have absolutely no idea how they work
Iirc its possible to keep tapeworms, but not like that.
They aren't going to be very interesting unless you are super interested in small parasites.
so there's no artificial means to keep tapeworms/parasites alive ?
