Found this bee/wasp insect out in my backyard. Is it a queen of somekind what breed of bee/wasp is it.

It's a hoverfly (Diptera) - hoverflies are bros, the adults are useful pollinators, the larvae eat aphids and similar pests. The wasp/bee-like markings are classic Batesian mimicry in action, i.e. the hoverfly is harmless and cannot sting, but looks a bit like something that can.

This. They usually hover somewhere in the distance while staring at you. Where I'm from they are rather yellow and even more similar to bees or wasps.

Hoverfly! I love hoverflies, they're super cute and seem curious and almost 'friendly' whenever I see them in the wild.
