I found this bird outside at night, at the door of my apartment complex. It seemed to be sleeping and it looks like it has a broken wing or something. I'll take him to the vet tomorrow but I was wondering what bird it was and if anyone could give me any tips for now. I have him in a warm place with some bird food and water in a bottle cap.

Get a better angle on the underside. Feet would also help most-likely.
Unless you have real evidence the wing is broken (crooked, bird unable to jerk it, pain) it's probably just a fledgling you kidnapped.

Every time he wakes up he lifts both wings but keeps one in the air for 15-20 seconds until he puts it down again. I looked underneath and it seems like it's missing feathers.

If it's lifting both wings on its own the wing isn't broken. It's possible it's sprained or he has lice/mites.

He does this and even higher, almost to a 90 degree angle, then struggles to put it back in place, seems like he hurts. I only took a look at it twice but it seemed really red and with missing feathers.
Any advice on what should I do other than take him to a vet as soon as possible?

That's a cuckoo bird OP. Get it out of your house before it kicks you out. The longer you leave it the sooner your wife and kids will mistake it for you then you will end up homeless. Three years of my life I'll never get back after going to court to fight that identity theft.

It's a fledgling dove. His wing is probably fine, might have wing strain but could also just be his pin feathers irritating him. It would be best to put him back.
