I have an outside cat. What're the best ways to prevent fleas?

I'm ok with being a cool, get rid of the meow.

I use my dirty oil from my garage (whatever I can get, transmission oil, engine, etc..) and mix it with fresh milk 20:1. Outside cats always come to me for a refreshing drink, this is what I give them. Neighbours think I am sweet, I know a cat in particular who died because of this.
