What are the odd of these things setting a fire

You always, always want a heatpad to be hooked up to a thermostat.
If you don't, don't be upset when it eventually burns the shit out of your animal or causes a fire.
Pretty low. When they fail it's usually at the cord connection, which then causes a short and may trip the breaker. A thermostat is extra insurance as it will cut power instantly if it reads a temperature greater than the maximum set. Thermostat is also much better for the animal as it will maintain temperature where desired and not allow it to go above or below set temp by more than a degree or two.

No. Search for the Hydrofarm thermostat. Also sold as JumpStart thermostat. They are designed for plant beds but work well for reptiles too.
