It's a summoner ritual.
But for real, circling is a way turkeys size up potential threats and attempt to figure out whether to attack or not. Can speak from experience. They aren't very smart but it's flocking behavior. Sheep and cows also do something similar.
With turkeys I've noticed that they follow a certain or a few individuals in a large group, usually the larger ones. Witnessed a group see a crouching cat. Most started walking away but when a large hen started approaching the cat, the rest followed and they went after it. I have also been personally circled by some blood thirsty turkeys.
I've seen some videos of turkeys just running around trees and shit. They just get stuck in a weird, dumb loop. One or a few probably started circling to figure out if this cat was a threat. Cat is not responding so theyre probably confused by it and one just keeps following the other, and so on in constant endless cyclone of stupidity until one of them breaks off to leave or finally actually approach and peck at the dead cat.
