Every time.
i got my cat from craigs list. i went to the lady's house who had the kittens and she let me pick one. i paid 50 dollars. there's nothing wrong with the cat, except it's a little bit retarded. it's really big and strong and kills all kinds of animals in my yard, it even got like a gopher type thing this spring. the only problem with the cat apart from it being kind of dumb is that it is also very mean. i also think the cat might be deaf, as it seems to not hear me when i approach it from behind and it reacts violently. the only problem i've really had with the cat is that it yells, and it sounds just like a grown man screaming, almost all night for no real reason that i can find. apart from that the cat is perfectly fine and i only paid 50 dollars for it off of craigs list. honestly, the only bad thing about the cat so far is that it tears into the trash almost every day.
I'm pretty sure you can still get one dude, I think they usually have way too many animals and need to get rid of as many as possible.

Most cats are happy with a single person and some breeds of dogs are fine with an apartment so long as you still take them out and occasionally socialise them.

Things like this make life worth living.
They say that to weed out shit people who aren't committed. If you go and talk to a shelter, and get an animal that actually is right for your situation, they won't have a problem.
