Neither. It's a canine, but it is not canis lupus or canis lupus familiaris, it's canis latrans. The slightly more primitive cousin to the wolf. However, coyotes can breed with both dogs and wolves.

Dogs are domestic breeds of canine, typically derived from a wolf ancestor at some point.

Wolves aren't stupid, they just haven't been domesticated, and therefore, have no reason to do what the human wants them to do. Unless of course the reward for doing it is of great value.
There was a good video on YouTube showing this a while back, in which both a wolf and a dog were given a puzzle to solve. The wolf eventually solved it on it's own, but the dog stopped and looked to it's handler for help when it couldn't figure it out.
The intelligence is just different in each, because wolves must survive on their own, whereas, we feed the dog, so the dog knows to look to us for help.
Neither is 'stupid', one is just domesticated.
The Eastern Coyote is a mix of coyote, wolf, and dog.
