is this overstocking for a fifteen gallon tank?

Fancy goldfish need to be kept in 15 gal each, and need to be kept in pairs at least, so a minimum of 30 for a pair. Some larger fancies need 20-25 each.

Common goldfish need 50+ gallons each and koi need 200+ gallons each. Again they're social and need to be in pairs.
Please rehome them.

temporarily you can get a large storage tub, which is a great temp home. Or look our for a dollar per gallon sale, if you maybe want to keep the fancies.

Good fish for a 15 gallon are Bettas and guppies (not together)

Well If I remember correctly from when I kept them, Fancy Goldfish needed 120 gall for the first one +15gall for each other you add, common, shubunkin and comet double and even triple of that (comets grow very very big).

No idea about koi, but they grow fuckhuge so you are probably right.

Also they are ammonia machines, I hope your filter is good.

Case in point, adult comet and semiadult oranda.

The blue water looks like stuff we'd get delivered at a pet store. It's hyper-oxygenated and has carbon pellets and some other ammonia-neutralizing stuff to make it safe for them to live in the bag during shipping.

This looks like some kind of temporary holding tank to me.

I think it's methylene blue. It can be an anti bacterial/fungal medicine. It fucks with cellular respiration of some single cell organisms and they die from a lack of energy. Good stuff.
