Do they look something like this? If they do, the dog's ears have been cropped and the owner's taping them so that they'll grow to stand upright. The tape will be taken off when the puppy's older.

Upright ears are perfectly fine. It's how canine ears are supposed to look, while floppy ears are a side-effect of domestication. However, I seriously dislike cropping. Floppy doberman ears look much better than cropped ones; the dog can emote much better when its ears are left intact.
