If a dog could understand complex consequences and make connections that late after the incident passing, they would be more intelligent than a 4 year old. In fact they would be smarter than the dumb owners
Semi related. This here is the reason nothing ever gets done with feral cats

Firstly I was deeply angered by the suggestion a dog is -
A - chained up as a punishment
B - the suggestion a dog might be buried alive
Then bam!
>kids have gotta be good for something
>that yard
This city is fucking disgusting when it comes to pets, homeless domesticated animals and the people who own the pets...

That dog is emaciated.

God, I didn't even notice you could see his ribs at first Jesus Christ this city needs to be purged

That's so poorly worded. I don't think they are trying to 'make' a 3 legged dog. I think they are just saying they have an interest in providing a home for a disabled animal... like maybe their old house was two story or something.

There is a direct relationship between how people treat kids and pets, I think. I always say I treat young kids the way I'd treat my dog, and people get so appalled, but honestly good dog training aligns well with working with kids, the whole positive training and looking at their behavior without trying to humanize it (ex. A dog "smiling" is often a stress indicator, and a child having a tantrum is a stress indicator.) The way dogs and toddlers can comprehend the world and function is not the same as a mature adult. Dumb people can't understand this, they believe that all things should function at their level.
