If it's an indoor cat you may want to schuut those flee ridden rats under floors instead, complete with your landlord.

Fleas aren't that difficult to deal with, one of my cats had them (she's an indoor cat and probably caught them from my kitten who was a stray prior to me rescuing her) and it didn't take long to solve the issue. Take your cat to the vet and they'll give you the appropriate medicine, which from my experience isn't horribly expensive, and advise you on how to rid your home of the little buggers.
