I'm dehydrating some jalapenos with my stove's overhead fan going. I'm wondering if the fumes would bother my roommate's budgies who are about 8 feet away. They seem to be making a bit more noise since I started the process, but that could be coincidence.

Let me make this easy for you.

Capsaicin (the chemical that makes peppers "hot") is a chemical defense manufactured by the plant to make their fruits unpalatable to mammals.

Birds are a much more effective distibutor of seeds for the wild pepper plants.
Capsaicin binds specifically to receptors in mammal nerves.
It has no effect on birds.

Which is interesting considering the videos where people give seagulls hot sauce and they have reactions similar to most people who are unaccustomed to spicy food.

they are reacting to the vinegar as birds stomachs are very sensitive to PH. Peppers in their natural state have no effect on birds

I don't know about peppers but I've been told fumes from nonstick pots and pans are bad for birds.

fumes in general are bad or everyone. i personally feel that its exaggerated tho. unless youre in a place with 0 ventilation and just dry boiling your pots you should be fine

They're fine. Companies sell squirrel proof bird food that's loaded with crushed peppers that the birds can eat freely while squirrels practically fucking die.
