It has those Egyptian hieroglyphics eyes. Guessing either norther harrier or sharp-shinned hawk. Both were seen in the area that day. Northern Oregon btw.

I'd expect to see a white rump on any harrier, especially at this angle. The primary projection also seems too short versus the tail.
And the size difference between harriers and sharp-shinned hawks is pretty substantial. Like, 40% smaller. Almost half the size. Sharp-shinned and cooper's hawks are also pretty similar looking, but cooper's are closer to a harrier in size.

The body profile and distribution of colors reminded me very much of a green jay.
Looking into it, it seems that some South American green jays (or inca jays) may have a yellow hood, as opposed to all blue and black like ones further north through Central America and into Texas.
