I am considering getting birds from a LPS. Should I get two budgies or two finches? Complete beginner, only had experience with fish and dogs.

Budgies are better likely to bond with you. From what I've heard, finches are harder to tame.
Get one budgie maybe, try hand reared if you can. It will be a more interactive pet.
If you are okay with a more hands-off approach or you dont have much time to spend with your birds, get finches. three or more would be good.

Budgie if you want a friendly bird that you can tame, and are able to spend upwards of 1-2 hours a day interacting with them.
Finch if you just want something to watch and listen to.
Also ditto what >>2256701 said, but if you get zebra finches probably don't get two males. Society finches and budgies are fine with whatever.

Petsmart birds ARE NOT tame by any means. Getting a bird from a breeder would help ensure that it was handled first. If you go for the finches, it doesn't matter. Like other anime implied, they will never love you. And they prefer to shoot their shit outside the cage.
