Like >>2231245 said, the average person buying a dog doesn't actually do any research and doesn't know any better. They decide they want a German Shepherd and look in their local classifieds online and find someone selling puppies. They go and pick up the one they think is cutest and that's that. No hip checks, they don't see the parents or anything.
Let's not pretend the average pet owner does any sort of research before buying a dog.
