My bird has been only resting in this position (pic related, the one on the left) all day today. He doesn't have any eggs and is about 3 years old. We regularly feed him vegetables and only give seeds by hand, we also regularly boil him eggs to eat.Right now we're going to give him some calcium.

I know you said "he" doesn't have any eggs, have you gotten him sexed? If not he may be a she, and she may be egg bound.
Definitely offer calcium. That's the number one reason birds become egg bound. And obviously take him/her to a vet ASAP

This. If he/she isn't shitting or is constipated that's another sign of egg binding.
If cockatiels are cheaper than the cost of a vet checkup where you live, consider releasing the bird and replacing it with a younger one.
