It's just had its fur trimmed plus foofed up: like if a girl was to have her hair brushed backwards and styled. Inbred or not aside poms normally live for between 12-16 years, often leaning towards the higher of that number as they're smaller dogs, so I'm not quite sure where you have that assumption from.
