Why is it that whenever dogs taste blood, they do that thing with their lower jaw where it moves up and down, as if their teeth were chattering? Is this a reflex? Or maybe it's just my dog?
How is this a thing that has happened on enough occasions for you to notice this?
I've never seen my dog do this.

This is probably going to sound crazy but sometimes if I have like a steak or other bloody meat, I pour the excess blood over my dog's kibble just as a little treat

It's not blood. Meat isn't bloody unless you're cutting it straight from a living animal or one that died shortly after. Blood stops circulating upon death and starts to settle in less than an hour. Left out, it pools to the bottom of what position they are in via gravity.
Even if you cut off say, a leg and put it in the fridge of freezer it will still have blood but it's not going squirt and drip everywhere.

They're circulating the smell to their vomeronasal (jacobsons organ) organ- the chattering allows them to get the blood/urine/whatever else their smelling up to the organ more easily.
