Suggestions for applying flea liquid to a cat who doesn't even like to be petted, and smart enough to know when someone's holding a syringe behind your head, **** is about to go down?

its previous caretaker having dumped it onto the streets, it's understandable why it would not be rushing to get friendly with people

There's topical liquid stuff that may be easier. If your cat keeps a collar on, you may want to consider a seresto collar, they last 8ish months. Any other flea collar is shit though, all the poison rubs out quickly, causes a rash in the area and stops being effective very fast.
