There's plenty of recorded instances of this, but it's more common with smarter animals, like crows and ravens.
Judging by what's happening in the video, it does seem like it was a typical attempt to get some help, but there's about a 0% chance that the cops were picked 'because they're cops.' They were probably the first humans the goose could find.

Yes, and they're even able to describe people's faces to other crows so they'll know who to stay away from.
Being able to recognize individual humans really isn't that rare among animals, though. Even fucking prairie dogs are known to have specific calls for when specific people approach their mounds.
