Give him a flea bath. Get the Adam's brand. It is in a blue bottle. It's one of the few products that kill the fleas at all life stages.

Next, you'll need to get some flea preventatives. I use Advantage but there are many. It will turn him into a walking flea murderer. If the fleas in the house snack on him, it kills them. This will kill any fleas in the environment.

You'll need to keep him on Advantage for at least 6 months. The flea life cycle is 3 months, so one dose won't do shit.

It shouldn't run you more than 40 bucks.

There's a slight possibility that it's acne, especially if he's really old. One of my cats had a terminally spotty chin, despite definitely not having fleas. If that's what it is you can just clean it with pet wipes or a little cat shampoo and water.
