Makes a dark colored dog more noticeable/distinguishable. I also put a bit of permethrin on something like picrelated to keep the ticks away when we go hiking; it's the color that stands out most to me. Blaze orange during hunting season.

It was originally done to distinguish between several working dogs at a distance. Shepherds sometimes use multiple collies to move a flock of sheep. Each dog is trained to its own certain training cues. Different whistles are for different dogs. At a distance it would be easy to confuse multiple dogs.
Dunno but when I had a dog they would put a cute little bandana around her neck every time she got her hair cut (she had hair not fur apparently.. don't know dogs) and it was cute as fuck.
