I've found that a swift smack on the snout works. They will go and lay down and stop bothering you.

just ignore them and they'll eventually learn that they ain't gonna get any food while you're eating. it might take a while though.

Because you or somebody else raised the dog getting table scraps. It's not the dogs fault, it's the owners. If the dog knows he's not getting food, he won't bother.
