Your fly is a robber fly. They're incredible insects that hunt other insects on the wing. Vicious and amazing to watch when hunting.

Is that chrysididae or halictidae? I would assume since it's on what looks like a shirt to be a halictid.

I'm not sure there are any blue Halictidae. Also looks pretty damn big and too hairy for Chrysididae, at least the ones I know.
Honestly looks like an orchid bee to me (Euglossa, Euglossini). Also I think I see the enlarged tibia on the last leg which is typical for male orchid bees.

chrysididae have big butts and not very constricted waists and halictidae have the more usual narrow waste associated with hymenopterans
