Hey anon. I used to be a hardcore runner. I'd run at night in the cold regularly. One thing that really helped was covering my face up (duh) but also a thin layer of vasaline or similar product rubbed on my face. Yeah, I looked like a jackass but it worked pretty well for my purposes. Coconut oil works pretty well too in fixing dried out skin on your face and on your head if you have dandruff or whatever.
