I'm gonna go study abroad, not a freshmen but this is the first time stepping inside a dorm.
I'll have one other roommate and our kitchen has a fridge and an oven but no equipment.
What should and shouldn't I buy, any suggestions?
Buy a hotplate if its allowed and a small pot. Or be like everyone else and buy a microwave so you can eat hot pockets all year.

Wait and see. You may get there and their culture may be such that no one cooks in the dorms and there you are looking stupid with a hot plate and pot next to your bed...

Depends. I owned a house with a full kitchen that I never used because I ate out all the time. Now I've downsized and just have a kitchenette with just a convection microwave oven, induction hot plate, and a full fridge. Ever since I got my new gf we cook all the time in the kitchenette.
So like I said it depends. If you eat out all the time and just live off takeout and fast food, just get a regular microwave so you can warm up left overs and the occasional hot pocket/frozen pizza.
If you're really into cooking or serious about giving it a try I would recommend getting a electric hot plate(not induction, fuck that shit, worse then the cast iron meme) a large and small pot, a skillet pan and like a 12 piece plastic cookware set and since you have a full oven maybe like a Pyrex casserole dish.
