People will be going out, having fun, partying, enjoying life.
I've never partied because:
> I had no clue where to start.
> I never had friends.
> I never knew people I could tag along with.
> I lived somewhat remotely
> Public transport in my area was not that great
> Also had strict parents
Now (33) I feel too old to go out, but at the same time I'm angry and depressed that I missed out on a part of growing up. Angry at missed experiences.

When I was 19-21, I felt too young to be going out. The people I saw out and about felt like +30 to me. I had this feeling of guilt and that "I had no right to be there".
Now that I'm +30, I really want to experience life and have fun. Sadly I feel that I'm too old to go out and I feel like my life is over.
The idea I have is that when you are +30 you are no longer allowed to have fun, it's only for young people and early 20-somethings.

You're going at it backwards.
First make friends. Then suggest to friends that you all go out for dinner/drinks/movie/whatever next weekend. If it goes well, someone will suggest something for the following weekend
