You'll need to allocate time to hang out with them. If you're having difficulty finding a good reasoning to hang out, just ask them to help you on something and later offer your help to them. The act of give and take will nurture friendship.

that's a great idea :) but i'm having more trouble with actually getting past the initial barrier of approaching them and starting a conversation without seeming insanely socially inept

If you can talk to people and make them laugh, the next step is inviting people to do stuff with you. If you're not swimming in relationships, you have to be the driving force between that initial spark.

As for initially getting to know people, you need to be a part of community. Find a community of people and get involved. Book clubs. Sporting events. Gardening classes. There'll be people there, and the event will give you something to talk with them about.
