I work in the IT department of a public hospital and because of that we have access to certain resources from the government framework such as a program for patient tracking. We have access to be able to disconnect sessions if the user is experiencing difficulties. When browsing around this app I noticed a link that once clicked opened up a web browser but upon closer inspection the web browser was open in that session and not running from my computer. I looked at the proxy settings and they were set to a different IP than we use to get out to the internet. I entered the proxy settings into my own pc overwriting the one already there and to my amazement I was able to surf the web without needing to enter a proxy username and password or being restricted, I am able to go to any site without blocking restrictions and when checking my IP was coming from a different source. It seems as though the IP is that of the government.
now what should I do tell someone? Or use it to my advantage somehow?

Dude, that is just someone's VPN. There are apps for it on your phone for free, it's nothing special. Maybe look at porn with it, I dunno. You are at work tho, so don't get caught jerking it. The proxy probably works at home too.
