Two roads:

1. Say hello to everyone. Gather as large a circle of acquaintances as you can handle. They won't all be friends, just people to say hello to as you pass. But somewhere among them will be some potential friends, and the bigger the larger circle, the bigger the smaller one.

2. Figure out what makes you so different from most people. Whatever it is, it is statistically inevitable that there will be at least a few like you among them. Where would such people be likely to hang out? Clubs, library, coffeehouses, bars, gym? Go there and hang out.
