No, it looks like callousing from having poor technique when using a mouse, formed from planting your wrist down on that point and moving the mouse with your hand/fingers rather than moving your whole arm.

Ringworm is a fungus.
If you thing it might be a fungus, go get some jock itch or athletes foot cream.
Bad fungus will require stronger medicine from a doctor/dermatologist.

I got two nodes right on top of the bone under bot h wrists from 'poor' technique. I prefer to think of it as the price you pay for having wrists that aren't giving you carpal tunnel syndrome from hovering.
These toughened skin pads look NOTHING like this picture. For starters, the circle is on the inside and when wresting hand on desk the rubbing should be no the outside. Secondly its far from a contact point.
Third, even if it WAS a contact point, it would not be perfectly circular. it'd be ovular.
This is ringworm. Go to a doctor.
