Places hire easily during transitional points. Look for places with high turnover rates (if you can handle a little more stress than the average person, even better)

If you are looking for a professional job, bypass HR and write directly to the head of the department you'd be working in (e.g Vice President In Charge of Marketing). The worst that can happen is that he/she will pass your letter back to HR. The best is that someone who knows your field will be considering you.
If you're just looking for a job, walk down the main street of your town and go into literally every single store and office and ask.
