I have an open bottle of sake on a shelf exposed to sun light. The bottle has been open for 23 days now.
I know that it will probably taste weird, but would it actually harm my body?

No its perfectly fine it would only slightly increase the alcohol content which in turn kills most harmful bacteria which might have aggregated.

sake can get cloudy as it gets older from sediment since it's made from race, and depending on the grade and filtration methods used.
