I am doing Youtube videos as a hobby to train my voice. I have a microphone, but the question now is where is a website that I can find free background music? I'm also only recording story reading videos, so is it necessary to use anything better than Windows Movie Maker, or is that simple enough?

search for Royalty Free Music and look up the rules for using music in your videos
WMM is fine, but it's really ugly to look at if you do more than fade ins. I wouldnt be surprised if you got sick of using it after a while. You should consider at least torrenting a proper editing software until you can afford to pay for it or looking for freeware
If there is a community college near by, consider searching their drama classes and looking for voice acting/voice training
