Paint Tool SAI. It's simple, but still really good. Easy to learn, easy to use. It does pretty much everything I need of it as a hobbyist. You can get a free trial, too. Cost to buy is like $45-$55.

I don't know much about tablets, unfortunately. I bought a Wacom tablet when I was 14 or so because that's what my online friends used and I still have it at almost 20. I haven't used any others to compare, but I like mine. No complaints, except the pen nibsare easy to erode or whatever to make you buy more.
Huion is a good starting tablet, it's pretty cheap and works fine. I personally prefer Wacom, but that would be your second option after knowing that you're going to keep drawing as it's considerably more expensive.

I've heard about Huion being a cheaper option but I haven't actually tried out their products so I don't know how to rate them.
