I'm just learning how to drive and this road has got me all fucked up. The two roads to the right and left are two way roads, meanwhile the one you're on and the one across are one way roads. I'm instructed to turn right from this position. Do you stop to check for incoming traffic or not?

no stop sign so you have the right of way. You still want to approach slowly and double check because you'd rather be alive and right than dead and right.
