Actually if the psychiatrist, who are doctors, doesn't diagnose something wrong with their patients and the patient dies or does something like go on a murder spree he then is liable for any lawsuit/action placed on them.

Iffy, but if he had a psy assistant, the assistant should have been the one to do the check up, if he didn't then he would be obligated to do it, unfortunately.
