I have a very vauge, general, and non-specific plan for about three to five years down the road. What are some of the best ways to, one, get specific, two, take steps towards making them happen and ultimately achieving them, and three, keeping my depression and anxiety from getting in the way?

Well for one goals should be oriented to set you up for the long-term. So working backwards isn't a bad idea.

Saving money shouldn't be a goal. Ot should be something that you do. You don't set a goal to eat lunch every day. And a certificate should be a step in your goal of getting a job
