Old roommate tried to make my life impossible

Hey there, engineering student. Had a roommate this year who tried to make my life impossible by blasting music at 4am in the morning for a month until I had to move to another flat. He was studying to become a police officer but completely failed the exam (yearly exam) for the second time. He's 19, like me, but has no education other than a high school basic diploma. Despite asking him several times to lower the music and play it at another time, he refused, told me to "man up" and said "you just aren't a real man and don't scare me enough, I don't care that you have to study". He was physically superior than me and was also always next to his colleague who is a gym rat, I guess that's why he did that. Yes, I know I should have called the police, but I had just entered college at 18 and didn't even know you could call the police for that. Only after leaving the flat did I find that out.
I am now in a flat I like and with educated and normal people and have a happy life. Despite that, I still look back at these months and feel really angry at how this guy treated me.
He has failed his yearly exam and is miles away from reaching a spot in the national police department (passing is a requisite, but there are many more conditions to get a spot). He has lost two years of his life from that.
I was able to know his mark because I have his data from the day we made the contract, and the document with the marks is freely published by the government.

What kind of message should I send to him that would make him the most angry? I bet he's already fucked up because to be honest, but since he's such a bad person I'd like him to know what being laughed at feels like, just like he did with me several months ago.
I have thought of a photo of his terrible mark captioned with laughs, but there's probably something that works better.
