I am 5'6'' and 115 lbs. This is a good BMI but I've been reading about people being skinny fat. I am slim in most places but I have some excess belly fat, so my stomach is not flat. If I measure my waist at the smallest point it's 26 inches but if I measure around the fattest point of the belly fat it's 33 inches. Is this bad? What can I do?
You are barely at the cusp of being a normal weight. If you lose even 1 pound, you will be underweight. Considering that it's normal to fluxuate 5+ pounds, you're likely dipping underweight. 26" is an incredibly tiny waist measurement. I only got under that measurement at the height of my anorexia when I was 99lbs 5'4.
Not having a flat belly doesn't mean you're fat. You're dealing with some serious body dysmorphia if you think it's possible for you to look anything like the girl in your picture.

The girl in the picture looks nothing like me, but when I googled it was either girls with perfect flat stomachs or fat like this one, so I just picked that one. It's not about looking fat, I'm worried about my body fat percentage which apparently can be a problem even if you skinny looking and have an underweight BMI

You're attributing your self worth in differences that are unnoticeable to most people. Reconsider why this is something you're worried about and why you want to be something different than you are.
"Skinny fat" is something that is primarily used in the context of weight lifting and body building for men. It is irrelevant for you. Some people consider "skinny fat" ideal for women. I can assure you that you look fine if not great, and are absolutely not fat.
