op, it's possible that you have keratosis pilaris (do you have bumpy upper arms and are generally prone to get pimples?).

i have it too, mainly on my upper arms, but it's a condition that effects your whole skin. in some sreas it's just more prominent. sadly, the only thing that helps a bit with it is hydrating propperly from the inside and the outside, iow, drinking enough water and making sure you use ph friendly washing lotion and rehydrate again after showering. it might also help to take a good look at what fabric your underwear is made of. cotton is best and your clothes shouldn't be too tight. also give bha and aha a try. especially bha is known to work well for keratosis, although i personally see better results with aha's.
