Is it the right thing to do? I fear I don't have enough information to intervene, but I see the child on a bicycle everywhere.
I only did that as a boy when I didn't want to go home.

Contact authorities. Him being in the foster system is better than that situation.
Go ahead and call them. Crack/meth heads are not suited to raise children.
Who knows, they might actually be good parents, and when you call to take their children away they will be given to foster parents who will probably give them healthy lives but they won't be happy because they're being raised by strangers.
Sometimes it's best not to intervene and let fate run its course

I suppose you're correct, but, at the same time, I fear for the welfare of that child.
I see so many kids that grow-up like him turn into meth manufacturers, dealers, etc.
I think the fact that he has a bicycle means that he is loved though.
I've decided to not intervene until I see evidence that indicates he's being harmed.
CPS makes too much money off of ripping people apart.
Until that point, I'll remain as I always have.

Good on you for seeing both perspectives.
You see impoverished neighborhoods and feel for the children, but have you ever cared about the kids in wealthy neighborhoods? they get neglected too, just look at an eliott rodger.

This is exactly why I've decided to do what I'm doing.
I've directly observed the wealthy neglecting children, and nothing is more horrific than that.
I saw a nanny that may be replaced raising a small child instead of his own mother.
I only felt for the child because he's growing up on my street. I know there's drug usage, but there's also a family.
I think their lives may or may not get better, but they'll be able to provide a stable, loving life for their kids even if it is lived out in poverty.
I'm for it as long as the kids are in no danger.
