If someone (hypothetically) needed to enlist the services of a "hacker", where would one begin?
If for something illegal and serious, I suppose try the dark net. You'd probably get fucked somehow or run into someone that isn't worth the trouble. Probably have better luck looking up one of the millions of hacker forums out there and sign up and start a thread posting what you need done.

hackers arent some universal study. its like saying 'i need to hire an artist'. for that you'd need something specific, a painter? someone who draws? for what style? or perhaps a digital artist? or do you need someone to sculpt?
hacking isn't any difference. despite TV tropes it isn't some universal thing. it takes a REALLY talented experienced person to be able to handle all sorts of different kidns of hacking, and they'd likely be out of your price range.
what kind of 'hacker' are you looking for specifically? budget?
I need to access someone's facebook, twitter, and maybe even kik account..... price wouldn't be an issue... I would just have a problem trusting without some sort of proof, first.
What do you need done?
Do you need a device reverse engineered? Do you need a live system accessed, like a competitors intranet? Do you need to trace someone you encountered online? Do you need someone to test the security of your system or product? Do you need to distribute documents that will not be traced back to you?

Do you have, or can you get, access to a computer they use? If so, you can plant a password logger. This is the simplest route.

theres several ways of doing that but if you hbire someone else they'd likely charge thousands of dollars for their time.
