I've been in love with my best friend for years. He's known that for a few months but has toyed with those feelings by kissing me even tho he has a gf. He's told me he has a bit of feelings towards me but I know it doesn't compare his love for his girl. The situation has made me depressed and I don't know how to get over him

He isnt your friend and he would nevwr be able to provide a healthy relationship. He is being a manipulative asshole dangling a carrot in tour face so you keep staying around. He does not respect you or care about you, sorry to say. He is not a friend and he isnt someone you should ever be with, as youre feelings absolutely will be hurt even more than they are now.
