h1b can be long and hard to procure, and it's linked to a given position or job to be fulfilled. Companies can do it if you're worth it, but freelance is unlikely.

The "work experience" is the part I am wondering about. Does 12 years of accruing clients and contracts as a freelance digital artist, for example, COUNT towards possibly obtaining an H1b work visa?
I am not asking if I can do freelance work while on the h1b. If I wanted to move to America, it would be because I would no longer seek freelance work but work for a TV or Game studio, for example.

Working as a freelancer is a possibility given that you have enough documentation of your work over these twelve years.

Not necessarily, if you do a bachelors degree in Europe where most of those programs only take three years that works too. You basically need an equivalent of a four year degree.
It is also important to note that you will have a hard time finding sponsorship as a digital artist even when having the necessary experience to possibly file for a visa.
Keep in mind that even if you found an employer willing to hire you the h1b process still involves a lottery in which you only have a 1/3 chance to be awarded a visa. (considering you will likely apply a few years from now that number is not set on going down any time soon)
