I'm a fucking retard and I am wondering if a "4 year degree" actually takes 4 years to complete.
A Bachelor's degree I'm looking at right now says it is designed to take 12 months and only 64% of students that take the course finish in exactly 12 months.
So what the fuck is this 4 year degree shit?

I don't know what country you're in, but I know that most colleges/universities require either 90/120 credits to graduate, usually each course is 3 credits so 10 courses per year, you might be looking at a degree completion program for somebody who's already done 60 college credits.
What program and what university are you looking at, I can probably help you out a bit if you relay that information.

12 months is broken up into four semesters, each of which lasts three months. However, the degree includes general studies that you generally must complete as part of your degree.
Those are included in the "four year degree" concept. There's a prerequisite that counts for your courses later on.
You CAN do it faster, but each class is like 3 hours on average.

I would advise you not to do this, I know a guy from my college who took an "accelerated" program where he completed 2 years of university in a 12 month period and he said it was the worst time of his life, I couldn't even imagine what doing 4 years in 12 months would be like.
