Trying to fall asleep hearing my upstairs 19yr neighbor tossing things around in his room and vacuuming from 11:45-12am. He has done this before. Should I leave a courtesy note or ignore it? I'm in a 3 floor apt. on the 2nd floor.

Depends how nice you want to be about it.
You could just file a police noise complaint.
Or if you wanted to warn him once or twice first, do that.

I don't know about the "leaving a note" idea. Depending on the type of person they are, they may get pissed off and purposefully start making more noise. Try scoping them out and see if they are hotheaded.
